Choice Based Lettings (CBL)

We were one of the first social landlords in London to launch the choice based lettings scheme (CBL). We decided to introduce this scheme because we believe that you should have a say in where you live.

Register for a CBL today

To register for our CBL scheme all you need to do is complete our simple form. You can download and print a copy of the form by clicking the link on the right hand side of this page.

To request a printed copy of the form to be sent to you in the post please contact out Voids team by clicking on the ‘Contact us’ button at the top of this page and select one of the five options. Please note that this scheme is only available to existing RHP customers.


How CBL works: Stage 1 - Advertising

We send you details of the properties to rent from RHP as they become available. The advertisement will show you the following:

  • The location of the property
  • The rent per week
  • Accommodation details
  • When the property is available from
  • Special features of the property
  • Local amenities in the area

Stage 2 - Response

If you would like to be considered for a property, you must let RHP know before the closing date.


Stage 3 - Matching

All the responses for each property will be checked to make sure that the household matches the description on the property adverts. Choices that don't match the criteria will be dismissed.


Stage 4 - Selection

Where more than one person (who matches the criteria) expresses interest in a property, the person whose application is in the highest band will be offered the property.

  • Band A: Emergency re-housing required for urgent medical reasons or for applicant's safety, permanent decants, or where tenant is releasing an under-occupied or specially adapted property. This is time-limited, and only the most urgent cases will fall within this band.
  • Band B: High priority applicants, such as statutorily homeless households nominated by local authority, statutory overcrowding, non-urgent management transfers, non-emergency medical reasons, lacking or sharing basic amenities, urgent need to move in order to receive or give care or support.
  • Band C: Reasonable preference, including other homeless households, those who are overcrowded or in other unsatisfactory housing conditions, other medical needs.
  • Band D: Other households who have registered for transfer or re-housing who do not have priority in the first three bands. If there are multiple applications with the same band, the secondary deciding factor will be your application date. I.e. The person who applied for a transfer first is offered the property. The application date is the date you originally applied for a transfer and if you were given priority under the old policy your application date will be the date that priority was given.

Stage 5 - Checks

The details of the respondent with the highest priority will then be checked to make sure that the information they have provided RHP is correct. It will be during this stage that issues such as rent arrears will be checked.

If you are successful, RHP will contact you directly. If you have not heard from us within 14 days of making your choices, you have not been successful on this occasion.
